Annual Plan - Te Mahere ā-Tau 2020/21

Thank you for your interest, consultation on the Annual Plan, Te Mahere Ā-Tau 2020/21 has now closed. 

A report setting out the key changes from the Annual Plan Consultation Document was received at an extraordinary Council meeting on Wednesday 15 July, and it confirmed a 3.9 percent increase in the District's total rates requirement for the year. 

Changes to what was proposed in the consultation document were made both in direct response to feedback on the Annual Plan and through the refinement of budgets to respond to an evolving context brought about largely by COVID-19.

What is an Annual Plan?

Every 3 years Council adopts a Long-Term Plan which outlines our priorities, work programme and budgets for a ten-year period. It outlines the services we will provide, the projects we will undertake, the cost of doing this work, how it will be paid for and how we will measure our performance along the way.

Every year between these Long-Term Plans, we develop an Annual Plan which provides us with an opportunity to adjust our budget and work programme for the year.

What are we proposing to change?

Our proposed changes this year represent a great deal of change from the Long-Term Plan, as we recover from the dual blow of the Whakaari / White Island eruption and COVID-19. It also includes funding for some truly exciting projects that were not on our radar in 2018, when the last Long-Term Plan was adopted.

Our budget this year has been shaped by four priorities:

Immediate response to COVID-19

As a Council, we have a responsibility to promote the social, economic, environmental and cultural well-being of our District. This responsibility drove us to act immediately to support those most affected.

An emphasis on the economy and jobs

Economic development and job creation has been a key focus for the Council for a number of years. Government spending and job creation will be even more important, in light of COVID-19.

Focusing on the future

While responding to immediate challenges, we can’t forget the most important issues for our community as we look into the future.

Balancing affordability

Providing immediate relief from COVID-19 and a 50% increase to our work programme comes at a cost. We understand that these are extremely difficult times, so we have made a number of changes to reduce rate increases and relieve pressure on our communities.
